Sir: Your dispatch No. 16, of the 29th of September last, in relation to the passage of a “law of freedom” in Brazil, has been received.
You will inform the government of Brazil that the President has [Page 84] received with, much satisfaction the intelligence of the passage of the law adverted to. Your course in regard to the matter is approved.
