Sir: I have received from the minister of
foreign relations official copy of decree removing the blockade from the
mouth of the Orinoco and adjacent coast. A printed copy of this decree,
with translation, is herewith inclosed.

Juan Bautista Garcia, encharged with the Presidency of the United
States of Venezuela:
The forces of the government having recovered Giudad Bolivar and
freed the state of Guayaria from enemies, it is therefore decreed:
- Article 1. That the waters of
the Orinoco in all their extensions, embracing all its
mouths as far as Ciudad Bolivar, he opened to general
commerce, and the blockade on the coast of the same river
suspended; and in consequence, the decree of October 2,
1871, that established such blockade is abrogated.
- Article 2. The minister of war
and marine will be charged with the execution of this decree
and of communicating it to whom it may concern.
