Sir: Your dispatch No. 2, under date of July 26, relating to recent political disturbances in Peru, has been received.
The indignation of the people of Peru at a cruel assassination and an attempted usurpation and overthrow of a representative government commands admiration, and their calm return to order gives promise of a stable condition of public affairs.
Your reply to the circular-note of Doctor Caso’s is approved.
