SirT: I have received your dispatch, No. 5, of the 8th of August last, and have read with much interest the gratifying statement which it contains of the political prospects of a sister republic. The wish of the President for the future of Paraguay, and that the exactions of the governments of Brazil and the Argentine republic in respect to her nationality and territory may be moderate, will be informally communicated to the representatives of those powers.
