Sir: I have the honor to acknowledge the receipt of your note of the 28th ultimo, inclosing a copy of a dispatch addressed to you by the chancellor of the German Empire, from which it appears that no measures have been taken by that government to obstruct emigration to the United States, and that the statement published to that effect in the press of the country in June last is without foundation.
In compliance with your request I have caused the substance of the chancellor’s note to be promulgated through the public press.
