Sir: Your despatch No. 27, of 24th April last, has been received, containing an account of your prompt despatch of a messenger to President Juarez of [Page 407] Mexico, and the reasons why he proceeded by the overland mail route to San Luis Potosi.
The alacrity with which you executed the instructions from this department is deemed highly commendable.
