Mr. Seward to Mr. Campbell,
Sir: This department has received a communication from Mr. Plumb in reply to a despatch from this department addressed to you at New Orleans, transmitting certain complaints relative to the subject of forced loans in Mexico, brought [Page 383] to the notice of the department by citizens of the United States. Mr. Plumb suggests that instruction be given to your legation for guidance when it shall be found necessary to act in the premises on arrival in Mexico.
The department does not deem it wise to anticipate the question before your mission reaches its destination. Then it may become a matter of practical consideration, and you will be expected to report upon all questions, as far as possible, before taking definite action with regard to them.
