In reply to a verbal communication the minister of foreign affairs writes me to-day:

“The resolutions of the French government are not changed, but from military considerations [Page 369] it has thought it ought to substitute a collective repatriation to one by divisions, and our Corps of occupation is to embark in the month of March next.

“I add that the French government is disposed to have an understanding with the United States in view of possible events in Mexico.”
