Sir: There is reason to believe that the builders of the rams in France for the insurgents will endeavor to show that, in point of fact, they have been [Page 92] ordered by the Chilian government. If such an attempt should be made, you are recommended to inquire of Mr. Carvallo, the minister of Chili at Brussels, as to the truth of such an assertion. It is not doubted that he can and will contradict it.
