Sir: Your despatch of September 30 (No. 55) has been received. I thank you for your diligence in transmitting the papers concerning our [Page 255] blockade, which it contains. The blockade is already very effective, quite as much so as any nation ever established. Proceedings are now on foot which will remove the premature objections of the French consul to which you allude.
