The Department of State established the Office of Transportation and Communication by administrative action on Mar 27, 1947, and placed it under the direction of an Assistant Secretary of State. In 1949, after the resignation of the Assistant Secretary, the functions of the Office were assigned first to the Under Secretary of State and later to the Bureau of Economic Affairs.
