On November 29, 1999, part of an omnibus spending bill dealing with arms control and security assistance authorized an Assistant Secretary of State for Verification and Compliance. A new Bureau of Verification and Compliance was established December 21, 1999. The name was changed to Bureau of Verification, Compliance, and Implementation in May 2006. The name was changed again to Bureau of Arms Control, Verification, and Compliance on October 1, 2010.
