Editorial Note
At the National Security Council meeting held November 5, the Council discussed United States policy toward the People’s Republic of China, including the question of trade. Under Secretary Smith represented the Department of State, and spoke briefly on the issue of trade between Japan and China. According to the memorandum of this discussion, he asserted that the United States had ultimately to contemplate a considerable revival of this trade unless it was prepared to pay for the support of Japan’s economy and the maintenance of its military defense.
