Dear Mr. Byrnes: In connection with your letter of July 19,1 containing a proposal regarding the establishment of Allied Control in connection with the national elections in Greece, I wish to state [Page 1044] that on July 20 at the meeting of the three Ministers of Foreign Affairs, I put forward the point of view of the Soviet Government regarding the situation in Greece.2 Consequently you are now advised of the negative attitude of the Soviet Government toward the practice of control by foreign governments over national elections, and also (you are advised) that the Soviet Government has its proposals in relation to the state of affairs in Greece which, I hope, will be further examined by us.
