I have today1 addressed a letter to Molotov proposing Soviet participation in supervising Greek elections along the lines of the text proposed in the Department’s telegram of July 17,2 which was repeated to you. I would appreciate your making a similar proposal to the French Government immediately.
The British Delegation suggests, and I concur, that no publicity whatever be given to this proposal until replies are received from the French and Soviet Governments and the Greek Government can be appropriately informed.
Sent to Paris. Repeated to Washington and Athens.
