10. Disposal of German Fleet and Merchant Ships

No recommendation is being submitted in regard to the disposition of the German Fleet as this is a military problem and one which we understand is being considered by the Joint Chiefs of Staff.2

In regard to the disposition of the Merchant Ships, it is recommended that, subject to the approval of the military authorities, we agree with the Soviet claim to one-third of these ships.3
