Korea
Recommend a four power agreement that upon the defeat of Japan Korea be placed under a trusteeship composed of China, Great Britain, the Soviet Republic [sic], and the United States for [Page 315] so long a time as is necessary for it to demonstrate, and until it shall have demonstrated, its capacity to govern itself as a free and independent sovereign state.
