Prime Minister to President Truman. Personal and top secret. Number 56.
I have sent the following message to Marshal Stalin in reply to his telegram of May 232 about the German fleet.
“Prime Minister to Premier Stalin Personal and top secret.
I thank you for your telegram of May 23. It seems to me that these matters should form part of the general discussions which ought to take place between us and President Truman at the earliest possible date, and I thank you for giving me this outline of your views beforehand.”3
