20. Embtel 32.² Agree desirability synchronizing approach with Aramco and considering nuances with Davies and Owen. Department’s sense of urgency based on parent Companies’ fear Onassis request for cargo possible any day. Would expect request at least thirty days before tanker available for cargo and believe Onassis has tankers available send Damman any time.

Believe Department’s instructions re representations in keeping present position held Aramco and parent company officials here. No objection in principle to certain Saudi tanker fleet or to Agreement if stripped objectionable features. Some incentive such as companies willingness cooperate Saudi fleet operated basis competitive rates and without monopolistic features may be necessary.…
