Editor’s Note
—Except for document No. 1420 (which was added to the compilation to clarify a reference by Truman in his private conversation with Stalin on July 18), the papers included in this appendix were discovered, after the rest of the compilation was in page proof, in a file of personal papers to which the editors had not previously had access. Although these documents, the source copies of which have now been deposited in the Department’s indexed Central Files, add comparatively little of substance to the papers already contained in the compilation, it seemed advisable to include them in an appendix because of the light which they shed on drafting changes and for the clarification which they give to certain passages in the minutes of meetings at which these particular texts were discussed.
