Replying to your request for information in regard to the tripartite agreement that “troops of the three powers should be withdrawn from Teheran at once”, you are informed that it is my desire that United States troops be withdrawn from Teheran within 60 days if it is practicable to do so.
It is not intended that the Ridley and Schwarzkopf missions and that A. T. C. personnel and facilities in Iran be withdrawn at the present time.
