Second Report of the Economic Sub-Committee to the Foreign Ministers

5. The Sub-Committee is not yet prepared to make a definitive report regarding the proposal of the United States³ that at least 50,000 barrels a day of oil be shipped from Southeastern European producing areas to Western Europe or the Mediterranean for the purpose of easing the stringent oil and tanker situation in the supply of the Pacific War. The Soviet representatives indicate that they have not yet received full information as to such possibility, although their preliminary data suggest the absence of any substantial surplus in the producing areas. They indicate that they will explore the matter further and report at a later date.
