Soviet Proposal on Koenigsberg
On shaping the decision of the three Heads of Governments regarding the transfer to the Soviet Union of the Koenigsberg area. The Conference approved the proposal of the Soviet Union that pending the final settlement of territorial questions at the Peace Congress, the part of the western border of the U. S. S. R. adjoining the Baltic Sea should follow the line from the point on the western shore of the Danzig Bay indicated on the map annexed hereto,2 eastward—north of Braunsberg–Goldap to the junction of the frontiers of the Lithuanian S. S. R., the Polish Republic and former East Prussia.3
