The attached message28 has come in from General MacArthur during the night. It raises the issue we have been discussing and makes it possible to send the instructions you desire.
This can be done in the light of the fact that there will soon be another opportunity to make the evacuation. Apparently General MacArthur is at the moment unaware of this.
