Sir: Referring to previous reports concerning the Neutrality Committee which is in session here, I have the honor to report that the Acting Minister of Foreign Affairs told me this morning that the Ecuadoran Minister²⁴ had suggested to him that the Committee take up the matter of the American protest in regard to the Russian invasion of Finland.²⁵ Nabuco told the Minister that, in his opinion, that was not a matter for the Committee to handle as it was obviously a political and in no sense a technical question.
