The Ambassador in Brazil (Caffery) to the Secretary of State

Sir: Referring to previous reports concerning the Neutrality Committee which is in session here, I have the honor to report that the Acting Minister of Foreign Affairs told me this morning that the Ecuadoran Minister24 had suggested to him that the Committee take up the matter of the American protest in regard to the Russian invasion of [Page 271] Finland.25 Nabuco told the Minister that, in his opinion, that was not a matter for the Committee to handle as it was obviously a political and in no sense a technical question.
