2330. Your 2711, August 14, noon. The gist of the message was (1) reference to the statements regarding the British fleet made by the Prime Minister in the House of Commons on June 4; (2) certain restricted and entirely unsatisfactory suggestions with regard to the granting of limited facilities to Pan American Airways in certain of the British West Indies and with regard to the granting of rights for military or naval aviation of the United States to make occasional visits to Newfoundland; and (3) a very ample statement of British desiderata for naval vessels and airplanes far greater both in scope and in kind than it would be possible to consider.
