- The Department approves your instructing Peck to sign on your behalf.

- The Department assumes that you are keeping in mind the observation made in Department’s 30, January 27, 4 p.m., paragraph (b), in regard to renewing the unilateral declaration of February 17, 1930. The Department understands that the Chinese did not at that time regard this declaration as being one of the “attached notes”. However, the decision on this point need not, in the Department’s opinion, delay the exchange of notes mentioned in your telegram under reference.
