94. Referring to your number 137, July 26, 5 p.m.36 Zayas hopes to start delegation of five to Washington next Tuesday to discuss with Senate Finance Committee tariff relations between the two countries. Two members of Commission, one of them Secretary of the Treasury Gelabert, will, with Minister Céspedes, confer with Department and American bankers on the subject loans. Prior to arrival of the delegation will have before the Department the best review and the most definite recommendations which I can prepare on all matters coming within the scope conferences with Department and American bankers.
