Sir: I have the honor to report that, upon
receipt of the department’s telegram of the 13th instant, I addressed a
note to the foreign office, copy inclosed,2 requesting, as an act of comity on the part of
the Government of Honduras, the provisional arrest and detention of
Charles Vandenberg, convicted of forgery in the State of New York, who
was supposed to be traveling under the name of Carl Nicklas or other
alias, and to have sailed from New Orleans July 7 on the Agnella, which was due in Puerto Cortes on the
13th instant.
I inclose copy and translation of Señor Retes’s reply informing me, by
direction of the President, that the Government of Honduras will gladly
issue the necessary orders for the arrest of the fugitive.

Mr. Minister: I have had the honor to
receive the note, dated yesterday, requesting, in the name of the
illustrious Government your excellency so worthily represents, that
the Government of Honduras, as an act of comity issue orders for the
provisional arrest and detention of one Charles Vandenberg,
convicted of forgery in the State of New York, and adding that the
said individual is a physician by profession and is traveling under
the name of Carl Nicklas on the steamer Agnella due in Puerto Cortes on the 13th instant, and
contemplates engaging in the business of planting and mining.

At the same time your excellency states that because of statutory
provisions in the United States of America reciprocal action could
not be taken by that Government.
I am instructed by the President to inform your excellency in reply
that my Government grants with pleasure the above-mentioned request,
and to that end will issue the proper orders.
