The Secretary of State to Minister Calhoun.

[Telegram—Paraphrase.]

Referring to legation’s, October 16, Mr. Knox says revised claims of Standard Oil Co. have not been received. Says, however, if they have Mr. Calhoun’s approval, that department agrees to his recommendation and he may so instruct consul general. Says the inclusion of losses suffered by native servants is justified by precedent which was set in Boxer trouble settlements, but that the United States will not insist upon their inclusion if they are omitted from claims of other powers.
