The underlying despatch47 deals with the possibility of a break in relations between Argentina and Japan and shows that the Japanese have been seriously considering such a development and laying plans in case it occurs. Although there is no definite evidence that a break will take place, this despatch does raise the possibility that the Argentine Government may, with a great fanfare, break relations with Japan, claiming thereby to have made important steps toward the implementation of the Rio conference, et cetera, and at the same time continuing to recognize Italy and Germany. Since in terms of Argentine affairs relations with Europe are more important than relations with Asia, the Ramírez regime may feel that such a move will be worthwhile since it might facilitate the maintenance of relations with the Nazis.
