Your 1224, November 8, 5 p.m. The Department suggests that the Consulate General treat the District Court for the Second Special Area as a territorial agency, conducting necessary communications with it as heretofore but on as restricted and informal a basis as practicable, avoiding all mention of the Nanking régime.
