Department’s 179, October 21, 5 p.m. While I am not hopeful of any cooperation from the Japanese side, I think that it would be wise to explore matter of courts privately with the Japanese Consul General before discussing matter with colleagues. I am certain that Chinese Government consent beforehand will not be forthcoming but believe that after the matter has been accomplished it will interpose nothing more than pro forma objection.
