1105. Hart felt Japanese might be responsive to American representations [in] view [of] recent developments [in] situation United States-Japan, we were conferring when Department’s 482, October 15, 6 p.m. arrived and agreed nothing specific to go on but felt Tokyo might be sounded out.58
