I am still withholding action on the Department’s 344, September 10, 6 p.m., in accordance with the last sentence of paragraph numbered 8 of my 825, September 12, 7 p.m. It seems important to avoid crossing wires with Shanghai if there is any outlook for progress in the negotiations there.
