- After the Vice Minister for Foreign Affairs had completed his reply to my representations of August 27 with regard to the defense sections at Shanghai, I informed Mr. Ohashi of the instructions contained in Department’s 334, September 3, 6 p.m.,34 paragraph [Page 801] numbered 2, in order to have understood the urgency of an early settlement.

- In the course of the conversation I took occasion to reply to the Foreign Minister’s “off the record” remarks on August 27 by conveying, also “off the record”, the substance of Department’s telegram 326, August 28, 7 p.m., with the request that these observations be communicated to Mr. Matsuoka.
