Department’s 362, August 13, in further reply to Shanghai. It is suggested by Admiral Hart who is here, and I concur, that to avoid [Page 765] any controversial angle no reference be made formally or otherwise to prior meeting of Defense Committee at which Marine proposal was made.

Repeated to Tokyo, Peiping and Chungking.
