My 247, June 7, 11 a.m.84 Under date of June 3 the Ministry of Foreign Affairs sent informally to the American, British, and French Embassies, a memorandum dated Shanghai May 27 of reported plans of the present régime at Nanking to seize the International Settlement and French Concession at Shanghai. On June 6 the Minister for Foreign Affairs asked me to go [come?] to see him and told me that he had reason to believe the accuracy of the statement made in the memorandum as they had received information from their agents in Shanghai and Nanking. Many of the assertions contained in the memorandum have been published by the Central News Agency under date line of [Shanghai?] June 6. Copies of the memorandum are being mailed.84
