404. Department’s 218, May 18, 4 p.m., and Shanghai’s 410, May 12, 1 p.m., terrorist activities. My British colleague82 has informed me that he is now prepared to make representations to the Foreign Office. I propose to make an oral and informal approach to the Foreign Office as suitable occasion offers within the next few days urging the advisability of doing away with unlawful armed groups in areas under Japanese control at Shanghai.

Shanghai please repeat to Chungking and Peiping.
