The Secretary of State to the Ambassador in China (Johnson)

202. Your 596, December 1, 5 p.m., and previous. On December 4 officers of the Department, under instruction, made informal comment to the Chinese Ambassador and Mr. T. V. Soong29 on various of the points raised by Chiang Kai-shek. The Department will expect to send you by air mail a more complete account. Also, some discussion of the said points has taken place in conversations between officers of the Department and officers of the British Embassy.30

The Department authorizes you in your discretion to inform the Generalissimo either directly or indirectly through an appropriate channel of any part or all of the above.
