The Acting Secretary of State to the Ambassador in China (Johnson)

192. Your 568, November 9, 5 p.m. I desire that you convey to Chiang Kai-shek orally a statement of the President’s appreciation of Chiang Kai-shek’s kind comments in regard to the President’s reelection; that you again call attention to the fact that it is a traditional policy of the United States to avoid entering into alliances or entangling commitments; and that you state that the appropriate officers of this Government will expect to discuss with the Chinese Ambassador and with Mr. T. V. Soong various features of the “Plan” outlined [Page 694] in your telegram under reference, with a view to being constructively helpful where it is appropriate and possible for this Government, acting within the framework of the established policies and laws of the United States, to be so.7
