Memorandum by the Adviser on Political Relations (Hornbeck)

It is my understanding that what the Secretary wants is that this Government make available to the Chinese Government as promptly as is possible a few planes—within limits, the more the better; that he would prefer that these be made available from stocks of planes already possessed by the Government and the Government take in the 16 planes which have been requisitioned from the Thai Government;3 but that, if such a release and substitution is not possible, the 16 Thai planes be sold to the Chinese.
