181. My German colleague shares general consensus that foreign diplomatic representatives will shortly be obliged to leave Riga and [Page 385] Tallinn. He foresees that Germany may be able to retain a consular office somewhere in the Baltic States perhaps Libau60 on basis of reciprocity since the Soviet Union is anxious to open an additional office in Germany. This suggests possibility that Department if it exercises pressure and should so desire might be able to retain a Consulate in one of the three States.
In view of the rapidity of events I would be [obliged?] if the Department could formulate general instructions covering future eventualities in Riga and Tallinn with special reference to disposition of staff, archives, codes, ciphers, Government property and leases.
