Statement Handed by the Japanese Ambassador (Nomura) to the Secretary of State on May 23, 1941

Errata for the Confidential Memorandum [of May 12, 1941]

1.
Read “amicable understanding” for “entente cordiale” in the 3rd paragraph of page 1.
2.
Read the 2nd paragraph of page 4 as follows:

“The Government of Japan maintains that the purpose of the Tripartite Pact was, and is, defensive and designed to prevent the participation of nations in the European War not at present involved in it.”

3.
Add to the last paragraph of Item IV (Page 6) as follows:

“If a new commercial treaty is desired by both Governments, it would be elaborated as soon as possible and concluded in accordance with usual procedure.”
