31. Department is informed by National Catholic Welfare Conference that they have received a report that the Reverend Edward Young, an American citizen, has been captured by bandits in the Province of Kiangsi in or near the town of Nananfu. Please investigate [Page 439] and instruct Perkins31 now at Nanking to bring matter to the attention of the Nationalist Government with a view to his release.
