38. Have received note from Minister of Foreign Affairs in which he states that his Government believes itself rightfully entitled to demand complete application of 1918 contract, and that in making an agreement with Great Britain by which Greece relinquished claim to balance of 1918 credits the Greek Government never had the impression that a situation was being created which could be considered [Page 7] as having any effect upon its American interests. The note in closing declares that the Greek Minister to the United States will be instructed to resume discussions and that the Greek Government is ready to propose arbitration should insurmountable difficulties arise.
