Your May 21st [22d], 2 p.m. Arnold states that delegates Tariff Revision Commission did not sign draft revised tariff, as some feared they would thereby prematurely commit their Governments. Printed draft and printed appendix, as forwarded Arnold’s despatch of [Page 659] April 3rd, to the Department, authentic. Foreign Office will cable Chinese Legation authorizing acceptance printed draft forwarded by Arnold as the basis for convention and empowering Chargé d’Affaires to sign.
