The Minister of Panama on Special Mission to the Secretary of State.

Sir: I have the honor to acknowledge the receipt of your esteemed favor of the 21st instant, and which so aptly and correctly states the agreement made upon the signing of the arbitration convention by Dr. Luis Anderson, envoy extraordinary and minister plenipotentiary of the Republic of Costa Rica on special mission, and myself as envoy extraordinary and minister plenipotentiary of the Republic of Panama on special mission, on the 17th instant at your residence and in the notable company of which you were the distinguished head.
I avail of the opportunity of thanking you for your very gracious expressions to me in the letter under consideration, as well as on the signing of the convention, and to repeat again the grateful acknowledgement of the Republic of Panama and of myself for the great service and unfailing patience and cordiality manifested by yourself and the able officials of the State Department.
