Sir: I inclose, for communication to the Russian Government, copy of a note from the Japanese chargé d’affaires ad interim at this capital,a bringing to the attention of that government an infraction of article 6 of the Geneva convention, and of article 23 of the regulations respecting the laws and customs of war on land, annexed to The Hague convention of 1899, alleged to have been committed by Colonel Muller, in charge of the First Brigade of the Thirty-first Infantry Division of the Russian army.
You will transmit the papers to the Russian foreign office.
