Sir: I append on the overleaf a copy of your telegram of the 21st instant, to the effect that the Spanish Government was disposed to grant at once to consuls of this Government in Cuba all rights guaranteed to German consuls under the treaty of 1870.

Mr. Olney’s note to Mr. Dupuy de Lôme, of the 11th instant,1 answers his communication in the sense indicated by the minister of state and thus anticipated his excellency’s gratifying assurances.
